Hello, I've encountered a number of people who are convinced that they're here on Earth for the last or even for the first time. Or a least that they have been here for only a handful of times. I would tend to doubt that but have been wondering what's EA official view on this?

It is possible that what those people are stating is true relative to feeling this can be the first or one of the first times incarnating on Earth. According to JWG and others there are other planetary systems that humans can incarnate on.
Being the last time on Earth is different and it may be wishful thinking or a very real feeling someone feels. I have felt many times that this is my last time here but if that is actually true or not is still unknown to me. What I can share is that I have my Sun at 29 degrees Scorpio and I really felt my whole life that this life is a culmination and that feeling can be what is triggering the idea of being a last lifetime here. It might simply indicate the end of certain dynamics as they culminate and not necessarily a last incarnation here on Earth.
The archetype to look at in the cases of people not being from Earth is Pisces and the 12th House. JWG speaks about this possibility when Pluto is located in the Twelfth House. The South Node in Pisces or the Twelfth House is another symbol that can indicate being from another planetary system or having spent a long time out of a physical body.

I don´t know much about these other planetary systems but I would assume that Earth is the denser place if you are referring to evolutionary levels of consciousness and the lesser evolved place being "denser".
This is taken from the EA Glossary in the Pisces archetype:
"Many psychics, channels, and mediums have this placement. Others plunge into the abyss in faith and are almost entirely focused upon the Source. A few will have total cosmic experiences. Some of these will have repressed other areas of the human nature that actually need to be developed.Others will not understand why they are here. Some of these have spent many lives in other planetary systems, or else out of the body."
And there is also this in the EA Glossary:
"Home planets: Sirius / Dog Star / Pleiades / Hoova
Many Souls have other "˜home planets' so to speak. And these types of Souls will NOT FEEL AT HOME ON EARTH. They feel a deep detachment and alienation from it. There are other "˜home planets' from which they originally emanate, ie planets within the Pleiades like Hoova and the "˜Dog Star.' Another system I have heard of quite a lot recently is Arcturus but again, I don´t personally have much direct experience or knowledge about these other places.
