Progressed Moon and House Emphasis

Hi,

I've had questions come up and not sure if this is elsewhere, nothing on the search came up.

1.  When looking at current issues and watching the progressed moon, is there more emphasis to first put that progressed moon in the natal house or the house it falls in within the progressed chart itself?
Is one more than the other the key to determine what is being activated? 
Is it a synthesis of both?

With Lunar Return Chart, I see the answer is obvious becuase, of course, it will always be in the same natal house.

Opps!  I did have a brain fart there - so, yes, the question does apply to lunar return chart as well -
Which, if either is more where to look, the house of the return in the return chart or the house it falls in natally.

Also, for the board and community, I am understanding the principle of refering the lunar return back to the progressed moon and this back to the natal moon; and also keeping in mind the transiting nodes.

One more thing

If you were to ask me what I think the answer to these question are, I'd say first, after of course knowing the natal chart and meaning of moon within pluto paradigm,
only then thru this lens look at progressed moon and consider the current progressed sign of the moon and see what natal house this activates, aspects within natal chart when placed there.  
Then, additionally consider the house and aspects within the progressed chart itself.  
After understanding this to the best of current ability, to add even more timing and detail, then look at the recent lunar return charts around any time period in question and apply all this back to understanding of the above.
Within the Lunar Return Chart interpretation itself we the moon's house placement in the lunar return chart plus aspects at the moment of the return to complete the timing of all issues stemming from and thru the emotional body.
Within this whole process, also keeping in mind the meaning of the transiting nodes thru the natal chart.
